Summary of Position: Plan, develop, coordinate and allocate the University's operating budget. Works under the supervision of the University President.

Required Education: Bachelor’s Degree in Financial Administration, Accounting, or other business related
Required Work Experience: Four years of demonstrated financial work experience, preferably in higher
Recent supervisory experience, considerable interaction with groups where tact, diplomacy, and the ability to work under pressure are required.

Duties/Responsibilities: Administer and supervise the operations of the University Budget Office.
Develop, analyze and recommend the annual university state budget request, and the annual university operating budget, including tuition and fees.
Formulate, propose and implement budgetary planning and administrative policies appropriate for the efficient and effective management of university resources.
Develop specific financial analyses in response to requests from State legislative

committees, State Department of Management and Budget, Vice Presidents, and the University President.
Maintain continuing liaison with all campus offices and with State executive and legislative offices regarding budget matters.
Prepare, attend and make presentations to the Board of Trustees, as requested.
Maintain accurate records on the status of approved and budgeted university-wide expenditures.
Develop and maintain fiscal information system to aid the strategic planning of the university budget.
Provide information, data, etc for administrative use for the collective bargaining processes.
Performs all duties in compliance with university, federal and state reporting
standards, policies, laws and/or regulations.
Reports to the University President.
Responsible for maintaining the confidentiality of designated information.
Responsible for the supervision of assigned staff Administer personnel functions of
support staff, such as training, work scheduling and performance evaluations
Responsible for university data input to the state legislative database (HEIDI).
Responsible for the annual allocation of all University budgets.
Skills and Abilities: Communicate effectively with all employees and university groups.
Develop and test planning assumptions.
Develop long-term budget studies.
Manage conflict and handle stressful situations.
Select, train and evaluate support staff.
