Advertised Salary: $72,000 - $82,000 Salary commensurate with education, experiences, and other requirements. Comprehensive benefit package (health care, vacation, etc.)

Summary of Position: Provide for technical and administrative matters pertaining to large capital construction projects which will be accomplished by contract or University personnel consistent with University policies and procedures. Develops project scopes, budgets, determines appropriate method of accomplishment and prepares project request packages for approval. Research methods, materials and systems, prepare project cost estimates, and assists in developing drawings and specifications required for bidding. Monitors and tracks all projects as assigned on a monthly basis.

Required Work Experience: Ten years of professional experience with progression of job roles demonstrating increasing levels of responsibility including supervisory duties.

Additional Education/Experiences to be Considered:    
Essential Duties/Responsibilities: Manage/supervise departmental budget, in house staff and project teams as assigned.
Perform and administer all facets of project management and inspection for construction contracts and other projects as assigned including: daily project logs, change orders management, inspect for compliance with contract documents and final acceptance inspections. Prepares and processes all required forms and documentation required to close out projects both fiscally and physically.
Prepares solicitation packages for selection of professional services vendors including: Architectural/Engineering, construction management firms and other service providers as required.
Directs and/or coordinates the work architects and engineers and contractors of university construction projects to insure that all work conforms to plans and specifications. This includes coordination of pre-construction meetings between all interested and affected parties as required to resolve questions of substitute materials, construction methods, scheduling and job delays. Prepares correspondence to the contractor or architect as required.
Develop project justifications, scope of work, budgets and estimates, project specifications, and drawings personally and through internal and contracted staff for assigned projects.
Perform programming, scheduling, and administration of contracted and in house capital construction and renovation projects as assigned.
Reviews design progress for adequacy in satisfying approved project requirements, recommends changes in project specifications or design to improve constructability and contract administration, coordinates owners final review and acceptance of completed designs prior to bidding.
Develops and prepares and updates monthly status reports.
Evaluates project contracts to ensure that the University’s standards, policies and interests are properly addressed.
Serves as the University’s Owners Representative for assigned projects.
Conduct facility and systems inspections.
Processes contractor’s requests for periodic payment of labor and materials.
Coordinates with governmental and regulatory agencies for matters under their jurisdiction such as the Office of Fire Safety, State of Michigan Bureau of Construction Codes and soil erosion control to see that projects are completed in accordance with applicable laws, rules, codes, regulations and University standards.
Directs the one-year warranty phase of projects and coordinates items requiring correction. Follows up to insure that adequate measures are taken by the appropriate party.
Coordinates with the campus community for any interruption of utilities/infrastructure including: electric, steam, water, and other utilities as roads/walks and parking related to assigned projects.
Reports directly to the Associate Vice President for Physical Plant. Responsible for project management for capital projects and on-going maintenance projects as assigned.
Responsible for functioning independently with considerable technical and administrative latitude with regard to project preparation and construction management responsibilities.
Responsible for maintaining the confidentiality of designated information.
Must be able to cultivate and maintain harmonious relationships.
Responsible for departmental budget and the supervision and training of assigned staff.
Carries out supervisory responsibilities in accordance with University policies and applicable laws.
Demonstrates an understanding of diversity, equity, and inclusion, especially in working relationships with students, faculty, staff and community members.
